Entrusted by Nanchang Transportation Bureau, China Classification Society Quality Certification Co., Ltd. (CCSC) carried out a review of the basic conditions for trial operation of the first phase of Nanchang Metro Line 2 (later section) from June 18 to 21, 2019. The review shall be conducted in accordance with the opinions of the general office of the State Council on ensuring the safe operation of urban rail transit (GBF [2018] No. 13), the basic conditions for trial operation of urban rail transit (GB/T30013-2013), the operation and management standard of urban rail transit (GB/T30012-2013), the relevant management regulations of the Ministry of communications on urban rail transit, and the relevant national and local laws, regulations and technical standards.
The scope of this review includes 11.88km of project lines (rear section), 11 underground stations, intervals, tracks and clearance limits, newly built Tangzi River main substation, intermediate air shaft, control center, mechanical and electrical equipment systems such as vehicles, power supply, communication, signal, ventilation, air conditioning and heating, fire fighting and water supply and drainage, comprehensive monitoring and other mechanical and electrical equipment systems and commissioning, system joint commissioning, trial operation, basic conditions for operators and operation organizations, emergency and drills, the acceptance, approval, filing and rectification after acceptance of each units project, the approval documents of the competent department, and all preparations for trial operation, takeover and trial operation of the whole line.
The 23 review experts are divided into general operation, civil engineering, equipment group I and equipment group II. Each group adopts sampling inspection, covering all stations and sections, all newly-built main substations (stations) and control centers through on-site survey, interview, data review and testing. All members of the review team strictly abide by the work discipline, and completed all the review work as planned with a serious, meticulous, scientific and pragmatic attitude.
At the final meeting of the review, the head of the review team, on behalf of the review organization, read out to all participants the opinions of the expert group on the review of the opening and operation of Nanchang Metro Line 2 (the rear section): after the rectification of the "should be rectified" problem is completed, the rear section project of Nanchang Rail Transit Line 2 has the basic conditions for trial operation and can be operated through the first section. CCSC Operations Director Wu Bing expressed his gratitude to the transportation authorities of Jiangxi Province and Nanchang City for their strong guidance and assistance in this review, and made a fair and confidential commitment to the transportation authorities and Nanchang Rail Group.
CCSC completed the review of the basic conditions for the trial operation of the first phase of Nanchang Metro Line 2 (the first pass section) in August 2017. After the review of the second pass section of Line 2 is completed, it indicates that the first phase of the line will be completed for 31.51km.
