为认真落实国家关于应对气候变化的战略部署，加快发展现代交通运输业，切实推进行业结构调整、转变管理方式，引导企业有序参与“双碳”行动，建立健全符合我国国情的交通运输企业碳排放管理体系，由中国船级社质量认证有限公司（CCSC）牵头，交通运输部规划研究院、西南交通大学、长安大学、兴业经济研究咨询有限公司、广东省交通开发有限公司等单位共同参与编制的团体标准《交通运输企业碳排放管理体系要求》（T/CACEM 35-2024）由中国交通企业管理协会正式批准发布，将于2024年10月18日起实施。

The standard follows the principle of "coordination, consistency, advanced, scientific and sustainable", draws on the mature management mode, introduces the concept of process analysis method PDCA cycle into the carbon emission management of transportation enterprises, and establishes a management system covering the whole process of carbon emission. The formulation and implementation of standards can effectively guide transportation enterprises to carry out a series of carbon management activities, such as carbon inventory, carbon emission reduction, carbon trading, carbon information disclosure, etc., which will help enterprises to clarify their own carbon background, identify the characteristics of carbon emission structure, accurately formulate carbon emission reduction policies, objectives and implementation plans, and establish a whole-process carbon emission management and control mechanism, Provide institutional guarantee for enterprises to implement energy-saving and carbon-reduction measures, and help enterprises complete compliance and emission reduction.

At the same time, the content of this standard is released for the first time in China, filling the gap in the absence of a unified carbon management system standard in the transportation field. It can not only help companies implement precise carbon management, but also provide support for management departments to manage carbon emissions in the transportation industry, and promote further rationality. Guide the low-carbon transformation of transportation enterprises and promote the sustainable development of the transportation industry.

The group standard "Requirements for Carbon Emission Management System of Transportation Enterprises" (T/CACEM 35-2024) led by CCSC was officially released and implemented.
