In order to further implement the decision-making and deployment of the CPC Central Committee and the State Council on supporting the development of private economy and small and micro enterprises, thoroughly implement the opinions of the State Council on strengthening the construction of quality certification system and promoting total quality management (Guofa 2018 No.3), extensively carry out the upgrading of quality management system, promote advanced methods and tools of quality management, and help small and micro enterprises to improve the quality of small and micro enterprises, one of the important tasks is to carry out enterprise verification, formulate guidelines for the application of quality management system for small and micro enterprises in different industries, and establish a ISO9001 certification system suitable for small and micro enterprises in different industries. We hereby notify you of the work related to enterprise verification as follows:
1. work tasks
In five industries, including chemical industry, machinery, metal, photoelectric equipment and information technology, small and micro enterprises (about 50) with strong willingness to improve quality management are selected to verify the scientificity and operability of 16 quality management system construction guidelines and certification audit guidelines (hereinafter referred to as "guidelines") drafted in the early stage; through verification, the guidelines are revised and improved; compilation of small micro-enterprise quality management excellent case.
2. organization mechanism
1. Lead unit. This work is uniformly organized by CNCA, with China National Accreditation Center for Conformity Assessment and China Classification Society Quality Certification Co., Ltd. as the leading units, responsible for the specific organization and implementation. If small and micro enterprises in specific local areas (according to local needs, provinces, cities and counties can) focus on the verification work, the lead unit should consult with the relevant local units on the specific organizational mechanism.
2. Implementation of the main body. The main body of the implementation of the verification work is the certification body and small and micro enterprises, certification bodies and small and micro enterprises are based on the principle of voluntary participation in this work.
3. Guarantee of resources. Small and micro enterprises participating in the verification work do not need to pay any fees, and the funds required for training, on-site assistance, audit and certification shall be borne by the certification body, and the CNCA shall give certain subsidies to the certification body. If it is a specific local area to participate in the verification work, the local should also give some support in terms of funds, policies and so on.
4. Process control. In order to ensure the quality of work, the lead unit should take four measures: one is to select the certification agencies and small and micro enterprises that participate in the verification; the second is to organize the unified preparation of work manuals and carry out training to clarify the specific requirements of each work link; the third is to use Information technology means to monitor the work quality of each key point throughout the process; the fourth is to organize experts to evaluate the quality management improvement effect of small and micro-oriented enterprises and micro-oriented verification.
3. specific work and time schedule
From June to July 1.2019, the list of enterprises and certification bodies participating in the verification was determined, pilot work manuals were formulated, unified training was organized, and specific work requirements were clarified.
From August 2.2019 to March 2020, the certification body guided enterprises to apply ISO 9001 standards and "guidelines" to establish (or improve) quality management systems to help enterprises solve the "pain points" of quality management. The Guide was revised and improved, and excellent cases of quality management of small and micro enterprises were prepared.
From April to May 3.2020, the certification body carried out audit and evaluation on the effectiveness of the enterprise quality management system, and the relevant units organized the examination and approval of the Guide.
In June 4.2020, the organization evaluated the quality management improvement effect of small and micro enterprises and the verification of the Guide.
4. small and micro enterprises recommended way
In the early stage, the certification body that participated in the research on the quality status of small and micro enterprises in 5 industries can recommend small and micro enterprises. In order to further play the supporting role of certification in local quality improvement work, certification bodies are encouraged to take the initiative to connect with relevant places and jointly recommend and verify enterprises. The recommendation of small and micro enterprises should meet the following basic conditions:
1. It belongs to chemical industry, metal, machinery, photoelectric equipment, information technology and other 5 industries of small and micro enterprises;
2. The main person in charge of the enterprise has a strong willingness to improve the quality, hoping that through the establishment and improvement of the ISO9001 quality management system, the quality management level of the enterprise will be continuously improved;
3. The main person in charge of the enterprise is willing to invest necessary resources (such as personnel deployment, time and energy, system arrangement, etc.) to carry out relevant work, and designate special personnel to be responsible for the specific work, and actively participate in the compilation of the guide and excellent cases, experience exchange and other work;
4. The enterprise is in a normal production and operation state and has the basic conditions for the construction of a quality management system.
Priority will be given to enterprises that participate in the investigation of the quality status quo in the early stage.
Recommended number
of small and micro enterprises in 5.
If it is recommended by the certification body itself, each certification body can recommend up to 2 small and micro enterprises in the industry to be involved in the verification; if the certification body is jointly recommended by specific regions (according to the characteristics of local industry distribution, provinces, cities and counties can be), in principle, each region should not exceed 20.
6. Small and Micro Enterprises Recommended Materials Submission Requirements
Relevant certification bodies are requested to carefully fill in the "Recommendation for Small and Micro Enterprises" (see annex for the format) as required, especially to clearly write down the input of certification bodies and relevant local units in terms of technology, manpower, capital, policies, etc. Relevant certification bodies are requested to submit the signed and sealed paper and electronic scanning versions of the application materials before June 20.
