On August 30, 2019, the National Standardization Management Committee issued the "Guidelines for the Implementation of Energy Management Systems in the Shipbuilding Industry (GB/T 37790-2019)" (hereinafter referred to as the "Guidelines"), which will be officially implemented on March 1, 2020. This standard is the first national standard to guide the implementation of energy management system in the shipbuilding industry in China, and is compiled by China Classification Society Quality Certification Co., Ltd. China Shipbuilding Industry Comprehensive Technical and Economic Research Institute, China Classification Society, China Shipbuilding Industry Corporation, Bohai Shipbuilding Industry and other units participated in the drafting of the "Guide.
Combined with the characteristics of the shipbuilding industry, the Guide emphasizes the key points of energy management system construction in the shipbuilding industry through the organic combination of PDCA cycle, process method and system management, including:
1) Establish an energy management center and strengthen the centralized management of energy;
2) Change the current post-management mode of energy management and strengthen the pre-management and process management of energy management;
3) Change the single professional mode of enterprise energy management and integrate the energy management content into the relevant management;
4) The management of energy-saving projects shall be taken as the work content jointly promoted by the energy management department and the investment department;
5) To study the relationship between energy management, production and operation, and cost management, so as to provide services for ship enterprises to reduce costs and increase efficiency;
6) Strengthen the organization and leadership of energy management and adhere to the three-level network mechanism of energy management.
The release and implementation of the Guide will provide more professional support and guarantee for the effective implementation of the energy management system in the shipbuilding industry.
